Our Commitment

The principles and approach that guide how DACNTRIL presents municipal budget information to citizens across Mexico.

Municipal transparency documents spread on a desk

Information without an agenda

When a resident picks up a budget analysis from DACNTRIL, they should be able to trust that what they are reading reflects the official documents, not a political interpretation. This means presenting data as it appears in the source, organizing it for clarity, and noting when figures require context.

No party affiliation. No government funding. No advocacy beyond the advocacy for accessible information itself. That is the foundation of how this observatory operates.

Complex documents in plain language

Budget documents are public by law. In practice, their technical structure puts them beyond the reach of most residents. A presupuesto de egresos can run hundreds of pages with classification codes that only specialists understand at first glance.

Our commitment is to take those documents and produce materials that a resident without a finance background can read, understand, and use. Simplified does not mean incomplete. It means structured for comprehension rather than compliance.

What guides every piece of content

Neutrality on all sides

Budget analysis describes what is allocated and to what purpose. Conclusions about whether those allocations are correct belong to the citizens reading them, not to this observatory. We present the information; residents form the judgments.

Source transparency

Every analysis references the official document it is based on. Readers can always trace content back to the primary source. If something cannot be verified from official sources, it does not appear here as fact.

Ongoing updates

Municipal budgets change year to year. The observatory updates its analysis as new official documents become available, so the information residents access reflects the current fiscal year rather than outdated figures.

Open access

All content on this site is freely accessible. No registration, no subscription, no paywall. Budget information belongs to the public and this platform treats it accordingly.

Clarity about our scope and limits

Knowing what DACNTRIL does not do is as useful as knowing what it does.

Not a legal advisor

The guides on this site describe civic processes based on publicly available information. They do not constitute legal advice. Residents with specific legal questions should consult qualified legal professionals.

Not a political platform

DACNTRIL does not campaign for or against any political candidate, party, or government official. Content does not advocate for specific policies or political outcomes.

Not a complaints portal

This site provides information and educational content. It does not process complaints, forward documents to authorities, or act as an intermediary in administrative or legal matters.
